PLUGGED - means that there is a built-in valve in the end cap which opens only after the end cap is fitted to the tyre valve. The advantage of such an end fitting is that no compressed air will escape from the compressor pressure vessel through its valve. A leaking end cap can be identified by the fact that "you cannot see through the end cap".
