Plastic centring rings for aluminium wheels are used for stable mounting of the wheel on the brake disk hub. 
The centring rings avoid knocking and steering wheel vibrations at high speeds.

Dimension A (outer diameter) means the wheel hole diameter, dimension B (inner diameter) means the wheel hub diameter, and dimension C (cone overlap) means the length of the recess - see the picture.
